Yes, they are really screws, but it is not that easy. The one toward the outside of the engine is a plain screw and can be screwed out all the way. The one toward the inside of the engine is also a screw, but there is a pressed in bushing INSIDE the handle. To remove it after you have removed the screw, you must remove the star gear. If you used an impact driver and that didn't work, soak with penetrant for a couple of days then heat with a propane torch until the paint starts to discolor. Then use the impact driver again.
To remove these star gears, you must use a 1/16 puncg to drive out the roll pins. Use a 1/8 punch to drive out the roll pin from the black plastic grip. It is usually not necessary to remove the tiller handle to service these parts.
In a pinch, if you simply must remove the handle, there are two bolts under the shroud that hold the mount (if it is the same as the 8,9, and 15 HP engines)
