Condensor question

I am going to do a complete tune up tomorrow was looking at the condenser that came in the kit it has a copper strip instead of a coated wire never use one like this, plus came with a sleeve I think should go over the copper strip. Kit is for a 86 4.3 prestolite set up Thanks for any help.

Just cover it with the sleeve.
I believe it's cheaper to make them this way.
I never liked it. Keep the older one, (just in case)

OK tune went good timing right on now on to the carb. If I remember right the vacuum break for the choke should hold vacuum when I put vacuum to it with a vacuum gun right it is not. Boat ran great before tune up but was time to do and I knew carb. needed some work cause trouble I was having last two times ran it would foul plugs when trying to troll or ideal to long.
Does the vacuum diaphragm only affect the choke going on or could it make the carb. run richer? Thanks once again for any help....
