Considering buying this1989 15hp. New to outboards and wondering if anyone could let me know if it sounds like it's running well?

Looking at picking up a 1989 15hp Johnson for a small inflatable dinghy.
I'm new to outboards so I was wondering if anyone can see/hear any issues from the video that I should be concerned about? The only thing I noticed was the pull start cord seemed to trickle back for the last inch or so.
The seller said they cleaned out the carb to get it running, but that was pretty much it.

Sounds good.----Make sure it has a new impeller before your first adventure with it.

I second that answer and add to check the gearcase oil and grease all the fittings.

Last few inches are slower ? Should just be a little too LONG of a recoil start cord.

Put more turn on the rope.
