converting EFI to Carb

Im looking at an engine (98 225 HP Merc). The cowling says EFI but the motor is carbed. Why?

Are you sure it's a carb and not just a throttle body? I have an outboard, so I'm not terribly familiar with inboard setups, but I do know cars quite well. To the untrained eye, a throttle body assembly could look deceptively like a carb. Current EFI systems inject directly into the cylinder, but early systems injected the fuel directly into the intake manifold and the only difference was that the fuel was computer control squirted into the manifold. Does that make any sense?

The motor is an outboard. I appologize for not making that clear. The motor was a spare that a boat owner had for his 33 contender in case one of the three on his boat broke down. He recently died and now the family wants to sell the motor. I would assume its a good motor but not sure. Its just a red flag with the EFI when they say its a carborated engine. Any suggestions?
