A wire brush on a angle grinder will get all the loose stuff off.<br /><br />Then wash it with 'Aluma-prep', its an acid sold at most automotive paint stores. Wipe it on with a Scotch-Brite pad.<br /><br />Rinse with water hose.<br /><br />Then there is another wash chemical for it called 'Alodine'. Wash it down using a Scotch-Brite pad using it.<br /><br />Rinse with water hose.<br /><br />When dry, prime with a good epoxy/Chromate primer.<br /><br />Paint.
