Could it be electrical?

Been trying to get my 1990 90hp up and running....

Everything with the fuel delivery systems seem to functioning properly with the exception of the line that comes out from the bottom of the carbs and into the air-intake manifold had come loose and fell off (is that a big deal?). It goes maybe 5 mph max, will die and then sound flooded and not start again for a while. Linkage is working properly. Could there be some type of electrical problem keeping it from getting full power? Also, battery (1yr old) drains quickly.

Also....

Rebuilt motor 2-3yrs ago....compression shouldn't be an issue.

Sat for 9-10 months before purchase. Should be on new gas by now.

Motor shifts into forward and reverse properly.

Choke(s) and butterflies seem to opening and shutting properly. Nothing sticking.

start with the basics, spark and compression.
