Cover Gasket

I've picked up a NOS gasket for the top cowl cover. It goes on a 1990 25 HP Mercury. It looks to be held on with metal staples. Has anyone ever replaced these gaskets? Does it take new staples and a special tool. I don't see staples listed in the parts list...

The factory fixtured the seal with seals while the adhesive dryed, youu can use any good contact adhesive
