now that I have an actual starter that cranks great I re did the compression test just now. 130lbs on top 125 on bottom. both well in the green zone and almost the same. with this type push in tester. both plugs out.

Fouling of the bottom plug.
Could be the diaphragm(again) the reeds or the seal between the cyl. on the crank.
Pull the carb and inspect the reeds?

If the reeds check out?
Then the recirc system might need to be cleaned,
The intake side, the dog bone shaped plate, it has a screen and reed and it can be clogged and not recirculating
the fuel.
The bottom has an elbow and hose, it can clog and cause fuel backup to the cyl.
Find the parts diagrams and look for the recirc system.

when I put the spare plug in the lower boot I was getting a bright blue spark. ya it was jumping a good 3/8" or better. ill rty and get a pic of the spark and gap in a bit. here is the reeds. look very clean and no damage or bent reeds. they all are sitting nice and flat. no gaps.

jerry I was gonna ask about all these hoses on the fuel pump other than the fuel lines. is that what you mean?

inside the cylinder drain reed plate was tons of carbon. one screen completely filled and packed full. whats on the screwdriver isn't even all that was on the one screen. think I found the problem. one place I would have never looked. what do ya think? lol. prob not draining off access fuel/oil?

I used carb cleaner and an air gun and cleaned the lines and screens out very well. I got it all back together and had it running yesterday. seemed to idle great. im awaiting the two ball and socket kits for the throttle linkage to come so I can go test again on the fouling issue. ones stripped and one broke the other day. old brittle and need replaced. but anyway for the sake of ruling things out until I test he is the lower boot. I think spark can be ruled out. very bright and jumps plenty far.

update. got my parts yesterday. ball and socket kits to repair throttle link. since the last trip I cleaned the recirculation system and took some solvent and a gun cleaning brush and cleaned both spark plug threads really well. went out tues to test and fish. leaving the cove it seemed to drop the cylinder. but just for second and blew through the foul. we didn't travel to far but the rest of the day no issues. then yesterday we went again. the last time I had issues we headed to a cove to swim with kids. there is a bridge 2 miles up the lake we have to pass under and the cove is about 1/2 mile past it. it fouled long before the bridge on the way. maybe 1/2 way. and after the swim I swapped plugs and fouled it again just min after starting wot. yesterday we went to bridge got shad and fished and made several trips across lake and back to load and not one issue with fouling at all. ran great at wot every time. hopefully the recirc system fixed it. thanks for the help.

think we can say this case is closed. took it out today again. things running absolutely flawless again. no issues with idle or fouling. went for a long haul and fished. not a single issue. the recirculation cleaning did the trick.
