Dark Brown wire with Red Strip

1999 Pro Sports with Yamaha 130. I found a group of brown/tan wires under the dash that are not connected to anything that go into the main harness. The dark brown wire with a red strip comes out near the battery and has a two prong plastic style fuse in a holder and then goes to a connector that looks like it went on a battery terminal. Any idea what this wire would have been typically used for?

According to the factory wiring diagram, "jevery" is correct ... the brown/red wire is a 14AWG wire with an in-line 10A (???) fuse and a 3/8" ring terminal ... going to the bilge pump. Essentially, when connected to the battery, the bilge pump is "always on" subject to the float switch being in the "on" position.
