disconnection of throttle cable from timing plate

Attempting to disconnect throttle cable from timing plate. 1998 4HP.
Somewhere in these pages someone must have beat me to this question.
Does cable end snap out of vertical black plastic mount or must that mount be removed from the timing plate?
Trying to free motor end of throttle cable in an attempt to unbind & lube it. Advice appreciated. Thanks.

OMC factory service manual for this year/model is particularly low quality, IMHO.
Context for question may be helpful: New-to-me motor. Set aside 14 years ago by original owner. Twist-grip tiller throttle control cable is frozen. Slack on ignition plate end. (Spring is relaxed......is this the lowest spark interval - or perhaps stop position?)
Cannot attempt start or perform recommended compression test with open throttle until I address seized cable, which means:
Cable disconnect at plate end.
Lubrication.
Cable burr "management" --- Cut these severed individual wire elements or attempt to smooth and wind?
Cable reinstallation ---- Fishing cable TO the tiller, what is proper path AFTER cable nuts?
Once linked to tiller, what are throttle cable adjustment steps?
Thoughts on any of the above GREATLY appreciated. Thanks.
