No law that is not enforced can or will ever work. You hear automatic gun fire, call the police. They will show up and lack probable cause to perform an depth investigation (I would too if I was paid didly and expected to go take some skinhead's machine gun from him). It's like the failures of the "War on Drugs", the INS, and the Simpson trial. But, is the lack of enforcement of gun control laws an institutionalized problem? Where the federal gun controle laws are concerned I would say YES. During the 1990's the Clinton administration teamed with the Handgun Control Inc folks got several pieces of gun control legislation passed. It is telling that there were 0 cases prosecuted for violations of the new gun control legislation. Heck, some of the legislation doesn't even make any sense! Take the assault weapon ban. Assault weapons are used in less the one tenth of one percent of crimes committed with a firearm; pistols are the overwhelming chioce of criminals, but there is no ban on pistols.<br /><br />In Florida we have the 10, 20, life law on the books and it is enforced and on the streets and uphekd in the courts. Use a gun in the commission of a crime-10 years in prison. Fire that gun-20 years in prison. Kill someone-life sentence. This legislation has been combined with television ads directed at young men, (the most likely demographic to use a firearm in the commission of a crime). Has it been effective? I don't know, I'll have to check, but it makes more sense to me than passing a bunch of legislation that makes people feel good, and doing nothing to enforce said legislation. That was Clinton's M.O. throughout his presidency, do a little somethin-somethin and make some meaningless statement in front of some cameras to make people "feel good" then disappear into the oval office.
