Drum Brakes Locking up

I put in an entire new brake system just over a year ago. I use the trailer all the time, in and out of saltwater. I flush the brakes for several minutes every time with fresh water. Recently one of the four drum brakes is locking up. I can usually break it free by rocking back and forth when the boat is on. Usually, but not always, it occurs after it has been sitting for a day or two. Is it time to replace the brakes again?

Pull off the offending drum and take a look. Could be a failed wheel cylinder or you have grease in there that got past the grease seal.

pull drums, inspect and clean?
if your lucky you may just need to clean the assembly up?
