dt25 year model??

Have a dt25 and trying to figure out the year model from the serial number is driving me nuts. I think its an 89 but hoping someone can help. Serial number is 02507131315

Also, it has an adjustment on the front by the kill switch, it is a dial that has an S on the bottom and F on top, I assume this is an idle adjustment but does anyone know what this is for?
