DT50 moves freely up and down

Is there some lock or something that I'm not seeing that needs to be engaged to prevent this? The tilt/trim pump is also out of fluid but it doesn't even work so could that be part of the problem?

There is no tilt lock on motors with power trim/tilt. The hydraulics keep it in place.
