Well, it is no surprize to me that something that has never been done before was not done well.<br /><br />But on the other hand, there is a bit of satisfaction in learning that what you suspected all along was really happening.

Let's have a look at the half full glass.The scams and rip offs happened only because a lot of people did their very best to get help to the needy and they choose to work on a trust base.Imagine what would have happened if everybody's claim was processed in the normal bureaucratic way.People would have had to wait for services they needed then and there.So yes there were a bunch of A..holes,but on the whole,after a stuttering start,a whole lot of people were helped in a very short time

Maybe they should send all who are convicted to the Chocolate City to work (on a chain gang) till is inhabitable again. They should also live in tents while they are there. <br /><br />P.S. And eat MRE's
