E140TXCUA starving for fuel

I just a 1987 140 hp (e140txcua); the VRO has been bypassed. I've got a below deck fuel tank. I put a cheap little inline fuel filter in place just to see if I've got any garbage in the tank and I replaced the fuel lines. When I start it up it seems to run the fuel out of the line faster than it can siphon more into it; eventually shutting off. It does have a primer bulb (new) and it drops at least about half pressure when I see the line emptying. Am I correct in looking at the fuel pump at my first culprit? It appears to be the VRO fuel pump with the VRO bypassed. Is an electric pump blow deck a better option? If so what kind of pressure and/or volume should I be aiming for? I'm attaching a pic of the existing pump. The tank vent is merely a hose; there should be no check valve or anything should there?ResizedImage_1398631251844.jpg

Will it keep running if you pump the primer bulb ??

No it still cuts off. It actually appears as though pumping the primer pushes fuel back towards the tank. It's a new bulb, it is installed in the correct flow direction, and I've re-checked all my connections to ensure they are tight

Try a seperate fuel container with a different hose.-----------Borrow one if you must.

Seperate new topside tank (which works well in my buddy's boat) did not do the trick. I went a step further and pulled the electric fuel pump off my othre boat just to test it that way; that also did not work. As it started to die I choked it and after a few seconds it kicked back up where it should be....run a minute or so then try to die again. If I choke it at just the right time and duration I can keep it running. Am I correct in assuming that this is more than likely a carb issue? I am taking it to get the carbs done regardless as I know the boat has sat for quite some time.

Sounds like your emptying the carb bowls faster then they can fill. So going for the carb clean is the best decision to make.

It was the carbs; gunked up bad. New jets....one float stuck. Runs like a top now!
