It is called Prime Start Enrichment System. There are 3 positions Normal, On, and Off. It should be in the normal position unless it fails. Then it should be used to add fuel during start up in the on position and then moved to Off to keep too much fuel from getting to motor. Do a search for more info. if you need more.
