its going to be hard to prove that them leaving the motor outside with a sheet over it caused it to seize "" guessing it would have got a lot of condensation over time and that would cause seizing..

if the risers were leaking , an inspection by a 3rd party could help eliminate their assessment .

? have you tried filing the cylinders with penetrant ,to try to get it to turn over ,
in saying that , be careful in case it has rust on the valve stems from condensation it will bend push rods as it turns over.

Probably an uphill battle either way, but if the manifold/riser connection was bad you would see rust streaking and evidence inside the manifold and rust in exhaust ports and on exhaust valves. Would ask to see that.

Leaving an engine outside under plastic wrap is a bad idea... if there is rust in intake that would back that up.

Either way doesn't sound like you want these guys to do your engine replacement... Are they testing it on the ground or is it back in ? If it is back in the boat have they tried turning it over with out the drive on?

Let the current repair yard finish the transom repair. Tell them you do not have the funds for a new engine and take your boat home along with the damaged engine.
Check around for an independent “mom & pop” repair shop within a reasonable inland driving distance. Have them do the engine repair/replacement. That is the best advice I can provide.

If they pulled the motor, did they not drain the exhaust system??? How hard is it to pull some drain plugs and then winterize the motor until ready for re-install??? They sound like idiots and you should not do business with them if possible. I would pull the plugs and spray lots of penetrating oil into each cylinder, pull the carb and spray same down the intake passages and pull the exhaust manifolds and inspect for actual leaking/rust and then spray into the exhaust ports as well. Let that sit for a few days and try to turn it over with a breaker bar. There are videos on YouTube of people fixing seized motors - takes time but usually worth it. I doubt 6 months under a trap would create that much rust.

By the way, a very similar thing happened to me as well and it was definitely the shop trying to screw me over - I caught them lying. One of my Merc 4.3's "seized up" according to them. I didn't have the money to have them replace it with a new one so I told them I'd do it myself w/ a re-furbished motor. I tore off all the exhaust and even the heads looking for the "exhaust leak" and never found it - cylinders were spotless after a year and a half of sitting in a boat yard (Covid times). Motor would not turn though. I'm not a boat guy so it took me a while before I pulled the out drive and re-checked the motor: it turned! Turns out it was the gimbal bearing between the out drive and the motor. $25 part and maybe $300 bucks of labor and they wanted to charge me $10,000 for a new motor. Thieves.

and they make a lot of money replacing motors. Water over damn now, but owner should have used contractor bag or wrap with tarp, if he left with them. If they left outside, that would have been a dead give a way.
