Engine won't idle

I have a 1986 Evinrude XP 150. It will not idle and it loads up even with the powerhead level. But it runs great under load. I've tried C foam carb cleaner, changed plugs and wires. Could it be the fuel pump? Please help

If it's really loading up (where the plugs get so wet, they foul out) you may need to clean and overhaul the carbs, replace the needles, seats, etc. If you don't have one, I'd recommend getting a shop manual first.<br /><br />c/6<br /><br />Hooty
