engine wont rev on 1994 40 hp

This engine runs fine at idle and starting.When i put it in gear it wont plane out and it only runs about half throttle under load . I checked the primer bulb and it got firm but i noticed that fuel was coming out of one of the carbs.Does this mean that the float is stuck? And would it prevent it from reving up under load?

Carburetion is very precise. If there's any restriction from varnishing or debris blocking a jet, then not only can the motor run badly, it can suffer major damage as well. Sticky floats are also caused by varnishing and debris. I'd say rebuild the offending carb. You should rebuild them all if it's varnishing since varnishing in one pretty much guarantees varnishing in all. A chunk of hose blocking the float valve? Then just the one should be sufficient. I'd also check to see if you have spark and good compression in all the cylinders.

We are assuming that it's on the right boat and propped correctly. Any outboard will behave like that with too much load too.<br /><br />-W

Im not sure of prop pitch.It was installed by a dealer sold with the boat.
