Evinrude 15 what am I doing wrong?

Hi need some help here, I can't get the detent balls & spring in the prop shaft/ dog gear, I have a shops manual and I'm trying the grease to keep them in place but having no luck, tried for 2 hours today. I have the cradle and slide in place & the dog in the slide but can't get the balls to stay in place when I try to push in the prop shaft, There must be a trick & I don't know it!!! its a 1987 rude 15 hp. I have to be doing something wrong I just don't know what ....any advise would be very very welcome.

Keep them in place with a tie-strap when pushing in the shaft. When in place, remove/cut the tie strap.
