I would spray all the moving parts down real good with WD-40 and see if they loosen up. If not, you may have a broken recoil spring.

Okay. Tomorrow I will get some lube spray. I need the plastic tops for the Marine Repellent cans I am making, any way. I finally have the excuse to buy them. :D

However, there is a bigger problem. The starter rope won't budge.

Seriously, this is a MUCH smaller problem than a frozen crank or piston!

Congrats! This should be easy to fix. Get a hand held impact driver for about $10. One or two good whacks with a hammer on the impact driver should break most of these free.

Also, there is a small phillips screw way at the bottom of the lower unit. DO NOT REMOVE THAT SCREW!!! It is the pivot shaft for the gear shift and you will generally have to completely disassemble the lower unit to get it working again!

Agreed, you need to put an impact driver to those screws/bolts AFTER they soak for a good while in Kroil or PB Blaster...use just a dab, the PB Blaster gets kinda skunky in closed spaces.
