Evinrude 1976 135 683D back fired and I just put in new plugs

So I installed the new boots on the plug wires for two cylinders, have good spark on all 4. Only worked on one at a time so I feel the chance of crossing wires is slim, I will look at my manual again to prove that. Earlier with the older plugs I could hear some misfire when attempting to start. Also only when giving it a lot of throttle and the back fire also only happened with the throttle opened a lot. Think I've sheered the key again, just put a new one in a couple days ago.

double checked the wires they are ok, but I noticed in the manual that if the power pack has been replaced the timing will need checked. I did just replace the power pack. So now the engine won't start, I've not used a timing light. Can I time the engine when the only turning of the engine is via the starter?

Did you install a factory replacement key ??----Did you use valve grinding compound to make sure the tapers were perfectly matched ??----Did you torque the flywheel to 100 FT-LBS ??

BRP so I am assuming they are factory (I received two of them in one small packet) I did not use valve grinding compound. I did apply at least according to my torque wrench 100 ft lbs.
I am thinking timing may be the next step but am a bit concerned now that I had a back fire where it was more of a misfire. That is what makes me think I might have a sheered key.

The timing certainly can get off if the flywheel key shears. Repeated shearing of the key (with the proper 100-105 ft lbs of torque) would be a good reason to lap the flywheel/crank tapered surfaces and reinstall the flywheel. Also, if the power pack was ever changed out, it's possible to get the leads crossed going to the 4 coils. (assuming that the coil wires go to the correct plugs) So you've got two things to check. The later crossflows used color coded wired to differentiate the upper coil leads from the lower coil leads on each head. On your model, you don't have that identification option. You just have to make sure the spark plug coil lead goes to the correct scew terminal on the power pack itself. If you get two coil/power pack leads switched, the engine may run, but with lots of violent backfiring. For further clarification, after just starting a cold engine, the fuel mixture is lean. You will get some minor "sneezing" of the engine (a mild form of normal non-violent backfiring) till the engine warms up-usually 2-3 minutes. If this is your issue, periodically activate the choke. Usually for 3-4 seconds ever 10-15 seconds for the first minute of cold operation. Also, the two lower plug wires run close to the two lower cowling latches at the back of the engine. Make sure the plug wire is not jumping spark to ground when running.

When I removed the flywheel last time I noticed some slight rusting under on the magnet areas, didn't clean up fear I might mess something up, will/can this be a problem? How/What can I do to clean it up if needed?

Rusting on the magnets has no effect on the working of the magneto.----Have you done a proper carburetor cleaning ?-----Compression test results are ?
