Some time ago back I was given and old Evinrude 3 hp motor(serial No. 3012-31934) and after many moves and years I'm finally getting around to bring it back to life.
I went thru a number of prelim steps before pulling the rope on the fly wheel and low and behold it stsrted on the 3rd pull--with some tweeking it ran fairly smoothly.
Now here's the only problem sofar, the weep hole for the lower unit is pushing out oil(pitch black) I couln't open lower unit screw it was frozen. I would appreciate any and all info/knowledge and I thinks.

Tight Lines Skinny

What you're most likely seeing is unburnt fuel/oil dripping out the exhaust. The black oil dripping can indicate you've got the carb set a little rich, or it cold be old fogging oil, or it could be nothing at all if the engine was run on slow speed for a long while.
The tool to use when you've got a stuck lower unit lube screw is an impact screwdriver. They're a fairly inexpensive instrument you smash with a hammer. The heavier the better. :)
Heating the area with a torch may also work, but I don't think you'd get enough heat without using MAPP.

Have a look here for some good info on your 3hp:
http://www.outboard-boat-motor-repair.com/Evinrude 3 HP Lightwin Outboard Boat Motor/default.htm
