Im new to the post so ill just shoot, I have a 1990 90 hp evinrude on 17ft CC. Ive had the boat for 4 years it has ran about 47mph with 3 people and coolers. in last 3-4 months ive been having problems going through a no wake zone{head shake and stall}.Recranks and idles in neutral always but put in gear and try to quickly get on plane its a dog.eventually it will get up but will only run 33mph with only me in the boat. Stuck a tach on the motor its doing 4300RPM at WOT, but in neutral revs up sounds like 6000RPM. So far I assumed the rough idle was carbs so i bought carb kits and rebuilt. As well Replaced all fuel lines from tank to engine. Idle is slightly better but not right. Did compression test today im hitting 100psi on all 4 cyls. I checked spark had spark but is to me way to weak{very dim} in realation to a car. Ensured prop wasnt bent by buying a replacement SS 13 1/4 by 17. Plugs are slightly dark but no means wet or residue.Did new wires yesterday as well same results. directly under flywheel i asume that is the stator, but whatever that is i can move it maybe 1/2 inch side to side. Im getting ready to go run it and see if its to hot. one more thing power pack was replaced 1 1/2 years ago, maybe going again. Thanks

The stator shouldn't move AT ALL. You need to pull the flywheel and likely replace it. It's held on by 4 long 1/4" bolts so you need to see why it's moving at all. It may be ok, if it's moving it'll kill your timing giving you the symptoms you've described above.

Maybe I found the problem, but have a question. Where the rod from the stator hooks to the linkage the bushing is completely wore out. So im thinking even when im at WOT i can move the rod a good 1/4 inch either way do to bushing wore out. But if My spark is crazy weak could it just be that bushing making my timing off or do i need a Stator. Im gonna fix the bushing first just curious if i need to get a stator on the way.
