Evinrude eTec 115 starter won't engage - intermittently

My 115 is a 2003 or 2004.. It was the first year that Bombardier made Evinrude. My engine runs really great. Every now and then, I will be out on the water and try to start the engine and it will not crank. I play with the trim/tilt, and move it in and out of gear, both forward and reverse and after a bit, the starter will engage and the motor will start.
One other note, When I trim the engine up or down, if I am holding the metal of the controls or my steering wheel , I get a shock.

Does anyone have an idea of what my issue could be?

Poor grounding of the battery, Jim. Check the battery ground cable, clean both ends.
