Evinrude Float Adjustment

I have a 25 HP 2 Stroke outboard Evinrude and I havent started the engine in a while so I decided to take the carb out and clean it. My problem is that my "Repair Manual" told me I need a top secret float bowl measuring device in order to properly configure my float bowl height. Does anyone know how I could just find out how many millimeters the float needs to independantly stand? I would post pictures but my camera is being repaired at the moment.

The engine is from either the early 80's or late 70's. Let me know if anyone needs more information.

Also the last time I used it the engine had trouble accelerating, so I had to cheat and use the choke to get the engine's RPMs to raise up. I still need to clean the fuel system.

Most, if not all carbs, the float should be level with the top of the housing when held upside down.
Now i could be wrong, but i think that will work for you.

With the float attached and the carb body upside down the float should be parallel the the gasket surface.

Not necessairly level with, but parallel.
