Evinrude Fuel Pump question

I did check the inlet and outlet check valves on the VRO and both are functioning properly.

I am at at a loss and did find the replacement aftermarket pump had air leaks so that may be why changing the pump did not work. I am going to go with an OEM fuel pump (3-line) instead since I know they are quality. I have one last question.

On the back of the basic fuel pump is a pulse hole. This is in addition to having a pulse barb for the pulse hose. I will be using the pulse hose since my motor does not have the option to mount directly to the motor, so do I need to plug the hole on the back of this pump or leave it open?

So is that hole open , yes or no ??-----What happens when you blow into that hole ?----What happens when you blow into the brass nipple to the right , does any air come out of the hole in the back ??
