On those Ficht mtrs, OMC did have some probs with the the PDP panels shorting out internally or connections loosening up internally. If you can, take it apart and see what you can find.

All of the relays were swapped, and the problem was still there. Since I was able to get a used one so cheap on E-Bay I am going to put that in and see if it cures it. If so, I will then take the old one apart (looks like it will have to be cut open) and see if I can fix it so I have a spare. I will post the results - thanks for all of the input!

The tilt motor works fine when powered directly. There is power from the switch going into the panel. I switched each relay out with ones from the other engine and still nothing. Finally I swapped the entire panel, and the problem transferred to the other engine. In other words, the port engine was fine, and the starboard engine had no tilt or trim. In my opinion that indicates that it has to be the panel, right? Or am I totally missing something?

Evinrude builds a fine, fine engine. Their trim wiring blows chunks. If the opportunity arises to use mercury trim wiring then you should. It is universal, cheap, and incredibly reliable. The relay harness taps starter for power and ground from engine block. You run two skinny wires from switch to engine (or just use existing ones). One wire for up and one wire for down. you squeeze a 3m tap connector on switch up to control up wires. you squeeze a 3m tap connector on switch down to control down. You plug motor wires into relay wires. You're done and it will never break again. new relays and engine wiring harness $30 or less. works with any trim switch from any manufacturer for any engine from any year. or a radio shack paddle switch if you prefer.

new relays are like about $3 each off ebay. You can either just put in a new relay or use a voltmeter to check for proper control power on post # 85 & 86. One of the two coil posts will be ground. the other is +12v control signal. if it does not click when it gets 12v then the relay is bad.

Well, I replaced the entire panel with the one I got off of E-Bay and everything works fine now. Thanks so much everyone for all of the input.
