evinrude tilt & trim

I have a 1985 evinrude 50hp with tilt and trim. When under power tilt and trim will not go up far enough, it stops about halfway. I disconnected the passenger side cylinder rod at full tilt. I can push the piston rod down about half way very easily before it stops. I have filled the resevoir with fluid while in the full tilt position. Is this cylinder bad or is this normal. I would like to hear from anyone with info on this problem.

Welcome Mike!<br /><br />After filling the reservoir, did you cycle the engine up and down 3-4 times? This bleeds the air from the system to the reservoir. Leave the fill plug a little lose to let the air out. Then receck the reservoir level and add if needed and repeat the cycling. Do this till the level in the reservoir stays constant with the engine all the way up. Let us know what the outcome is......Thanks!
