Extreme gas usage on port engine

I have a 1990 Carver Santego 27 with twin 4.3L Mercruisers and ever since I bought it 3 years ago the port engine uses much more gas than the starboard. I've had a valve job on both sides of the port engine, swapped carbs, new plugs and a basic tune up, but it still uses more gas. As an example, if I fill both tanks and then cruise for a few days at no more than 8 - 10 kts and then re-fill, the port will take 32 gallons and the starboard 20.......the mechanic is scratching his head. And because of where I keep the boat I have no choice in mechanics.
Everything is the same i.e. outdrives, props etc.

I even looked to see if I was leaking gas from somewhere, but no.

Anybody see this before?
