Filling transom motor holes

Hello, I have replaced an outboard motor, the old motor used bolts to secure the motor, there are 3/8" hole below water line, i have used Loctite E-20HP
Epoxy, the epoxy has taken about 2 weeks to harden, i havent put boat in water yet. What other product should have been used ?

when i plugged my last boat i used 2 hardwood dowels ,hammered them in then used marine epoxy repair paste to cover ,sanded after 15 minutes and painted.simple job .

I haven't used that brand of epoxy but my guess would be that it wasn't mixed well enough or the ratio of resin/hardener was off. That is easier to do when mixing a small amount. Your choice of product was probably ok. Also, just straight epoxy is not as strong as epoxy thickened with fibers or other filler.

How bout using "peanut butter" and wooden dowels? Then a gel coat repair on top?
