Fix this 60 hp mariner

Rookie needs help OK I have a 1987 60 hp mariner. Top cylinder has aluminum fouled spark plug from the piston.The boat was sitting for about 3 years I cleaned out both carbs float pins. Boat runs great in 55 gal bucket of water. Check plugs and they are a little wet., But when under power I get about 3 min the water before the rpm drop from 5000 rpm to 3000 rpm plug fouled with aluminum again. Boat have a new fly wheel, Looks new I say just put on.

my 60 hp just did this same thing.... pull the plug and get the piston to the top of the cylinder look at it..... the top of the piston is probably braking and chipping thats what mine is doing pretty much junk.... at that point unless you want to do a teardown and put a new piston in... hope that helps
