Force 120 tilt trim not tilting

Hey Guys. I've been working on my tilt trim all day replacing O-rings and getting it all put back together. And truthfully, it still does practically the same thing it did before, only no oil leaks out anymore. Here's my problem:
The tilt trim motor itself is fine, but only the trim ram is moving the motor. The entire motor will start to tilt, but stops when the trim ram is fully extended. The tilt ram apparently is not doing anything. Any ideas what could cause one of the hydraulic cylinders to function fine and the other to not function?

Assuming the work you did is all correctly done, have you bled the system? If not, continue to operate the unit up and down while at the same time monitoring the level of the oil in the reservoir. The system is auto bleeding but requires multiple operations to do so.
