Chances are your forward gear is shot along with the forward face of the clutch. Test for a spun prop but I seriously doubt that is the problem. Make a line on the prop with permanant marker on the prop to the prop nut. If it surges again see if line is still straight. If it is chances re you will need to take lower unit apart. Try and drain about 5 or 6 tablespoons of lower unit oil onto a plate. Look for metal parts or shavings.

i'm having the exact same issue with my motor......would it be better to take lower unit apart and replace these forward gears and clutches or start looking for a used lower unit on ebay?

The forward gear is no longer availible from mercury. Funny the clutch is. If the parts were availible the clutch is $145 and the forward gear was $429. If it were me I would keep an eye out on ebay. During the winter take the lower unit apart and check it out. The clutch and gear dogs will probably look rounded. This is what causes the slipping. If the damage is not too severe you can take them to a machine shop and for 50 bucks you can have them reface them and they will be as good as new. I would still get a spare lower unit on ebay. Mercury is going to be carrying less and less force and chrysler parts.
