Force 85 loses top end

I have a 85hp Force engine that lose top end after several minutes and then kicks back into top end then loses it again. I shut it off and allowed it to cool down. It will do the same thing. We had it repair and the follow items have been replace. Plugs are pretty clean now.
new battery, ign switch, gasket set carb, spark plugs, starter / water pump was rebuilt, tuned.
Any suggestions?

Possible:the tank vent is clogged.
The fuel pump diaphram is shot.
Carb dirty.
Water in the fuel.
Do a compression/spark test and post the results after checking the other things.
