Force Motor 90HP Outboard, water coming out of exhaust instead of circulating.

Hello everyone, I have a Force Motor 90HP Outboard, and the water is coming out of the exhaust and not through the hole it's designed to get out from. So there's no water circulating the motor to cool it down.
P.S. I already removed the thermostat, and I checked the water pump too.
I also removed the lower unit and put the water hose up there and blocked the exhaust and water came out of teh hole it's suppose to go.. very strange.
Any fixes for that problem ?

90 hp what year? Fresh/salt water? Location? Profile?
The older ones have water comming out the mid section and the exhaust snout.
The newer has water comming from the prop and the mid section.
Your hose might not supply enough water?
Any water from the thermo housing?

Water is supposed to come from the snout. Only spits and mist from the exhaust relief holes while on muffs. You're trying to fix something that ain't broke. edit: Install a telltale to be sure.
