Force trim tilt seal too small; use silicone to keep in place?

I have a neighbor wanting to rebuild his 1988 125HP Force trim tilt. He purchased a kit where everything fits, but the tilt/shock wipers are too small (seal #2 in the picture). He wants to use silicone to keep them in place. Is this a good way to go about this, or should he do something else?

I doubt the sillycones gonna keep the seals in place.
The best bet is get the right seals.
Where'd he get the kit?
Part #s for the kit?

From the parts diagrams, the seal is part of the head assy.
It's NLA at most parts places
But I found one on e-bay
