Thought I'd come back to this one if anybody has a similar issue. Just talked with a couple Ford people and they say these Expy's have a panic assist of some sort to keep you from launching yourself throught he windshield if you hit the brakes too hard. The pedal will fall to the floor but the brakes still engage and hold. Makes sense to me because if it was truely a problem with the master the brakes wouldn't hold.
