Rebuilt carb installed. Same problem. Not sure what to do at this point

If I rebuilt a carb and it didn't help, and I knew like you do that the problem is the carb, I would buy new carb

Update. Had the carbs rebuilt by one of the Rochester carburetors engineers who worked for them for 30 years (Benefit living near Rochester). Figured if he can't fix it no one could. I decided to do both carbs since I had the chance to. He's pretty old. He said one of the carbs wasn't a marine carb. That seemed odd since one had a mercarb tag and the other a sierra. Anyway same problem but this time not fouling plugs just not going over 3k rpm's. One of my friends decided to try dry gas. Low and behold it worked. I'm installing a fuel water separator tomorrow and be done with it.
