A couple of years ago I accidentally connected my boat battery up backwards. The instant it happened I heard a sizzle and I saw a light puff of smoke. Obviously I fried something, but the engine started and ran fine ever since. The engine has had cold starting problems from day one but I noticed the problem became more prevalent after the frying incident. Is it possible I fried the pre-heater? What did I fry? How can I fix this cold start problem?

Most likely you fried the voltage regulator/rectifier.
So the motor will not charge the battery.

They made the 70 hp in 1979 and 1980.

No preheater on chrysler outboards. Chances are the starting issue is a dirty or gummed up carburator. The idle passages are probably getting varnished or debris is plugging one or more of the three holes. Try turning the mixture screws a 1/4 turn counter clockwise. When starting make sure the primer bulb is hard. Advances the throttle as far forward as you can with motor in neutral and push the key in for choke while starting. Chryslers are cold blooded. When water temps are below 40 and outside air is below 50 mine is tough to get started. Post your model number so we can see if that regulator is still availible.

I will put my volt meter on the thing to see if it is charging. I have not had a low batt problem, but I am pretty good about keeping it charged while its on the trailer. Where can I find the model number?

I cleaned out and put kits in all three carbs but it has been at least of couple of years. They probably need it again. The last time I had them apart I balanced them using a 'flow through' type flow gauge. (the old fasioned type we used to use on VW muti-carb setups) Is this acceptable? I plan on doing a serious tuning after I get the regulator issue fixed. The enigne runs great when you get her going. I had a combination I figured out to get it started that worked pretty well, and once it was warmed up it would fire on the first bump of the starter.

Factory regulator is over $300.

I would suggest going to maxrules dot com

Call them and order part number 152-9209 (confirm the part number with them)

It is a generic rectifier and costs about $25 ! :D
