Fuel pump or bulb?

Been testing some lower units using a 1983 60hp Johnson and ran into new issue with this engine.
Had engine running on muffs while testing to see that the lower would shift properly and all of a sudden it just quit. It will start and quit right away. Fuel issue again, found I have a portable tank that is collecting water. Sorted that out aleady. Now it will pump fuel to the pump screen but I'm not getting fuel to the float bowls. Pulled both drain screws and the bowls are dry. Just replaced the bulb a month ago along with all fuel lines.
So before I go pulling the carbs off should I look at the fuel pump or the new bulb?

nope, sucked up just enough fouled fuel that both float needles stuck shut.

Really found it hard to believe that both stuck. This is what a little water will do to your engine.
