fully submerged 150 HP yamaha outbaord 4sroke

I bought thhis outbaord salvaged from Katrina and I am trying to get it running. What is the first thing I should do if it is locked up? It was brand new in the crate, and I thought it was a good deal. I don't have a shop, just working out of my basement, is it worth fixing or should I just try to sell it to someone who knows these engines before the headache begins? Thanks for the help!!! Evan

If the power head is locked up, let someone who can part it out or repair themself have it.

I am in Chattanooga TN. Does anyone around here know of any one who would want to buy it? What would it be worth in the condition it is in? What would a rebuild cost from a shop...Average?
