The switch below the choke is for the safety lanyard. From the description, I assume your 9.9 is from the late 80's or 90's so it's the same as a Force outboard,,, which Mercury bought out. You can look up the part you need at Sears.com or Crowley Marine, both have the schematics and parts for the outboard.
What is the problem with the switch, is the lanyard clip inserted into the switch? The outboard will not start with the lanyard clip missing, or it will die if the lanyard clip is removed. You are supposed to attach the lanyard to yourself so if you get tossed overboard the engine will stop,,, and the boat will not run you over
