Someone painted that engine. Painting carbs is always bad news, as you change the properties of all of the springs and makes the swivel-ie parts not-so-swivel-ie (aka adding drag to everything). Try to wire brush the springs and dismantle the carb, cleaning all of the passageways with a wire brush, some liquid wrench and compressed air. My guess on the rough idle would be a clogged passage, maybe too rich of fuel. I can tell you, the 7/5HP Gamefisher I used to have never idled very well, even when running correctly. Tecumseh carbs are just crap, as they never invested any money is patent rights, like briggs and kohler did..
