Not really although I'm not really sure what you mean you can't get it out of the two top holes. Remember the two top holes are idle vent exhaust. What it means when the engine is idling while in the water the the exhaust snout is submerged, the exhaust cannot exit the regular exhaust snout thus it gets pushed out to these two little holes. A mist of a little spray of cooling water will also accompany this vented exhaust.
Of course, during underway or when the boat is moving the regular exhaust snout is not blocked and allows exhaust to exit through it.
On muffs, the regular exhaust snout doesn't get blocked either since it is not submerged. Thus very little exhaust gets pushed to these little holes and same with little water which is usually a mist or little spray.
However, if you rev it up a little bit you will noticed a little increase in the spray of water coming out. So you are doing OK.
