I have a 1975 6hp Johnson. Is there suppose to be a gasket for either the drain or vent screws ?

The drain and oil level screws........

If the underside of screw head is cupped, there should be a O Ring.

If the underside of the screw head is flat, there should be a white nylon washer.

+1. It actually looks pretty good. As long as it's not white/milky you're ok. You should have a small, white, nylon crush washer for both the DRAIN and VENT screws as well. Be sure to use 80-90w hypoid, outboard gear oil. You should be able to find it at most boat/auto/wal-mart stores. They should sell a small hand pump to go with it as well.
