if he does have the R/MR and didn't see the locknut the old base may have separated on him and put the new base ontop of a broken off old base.

When you removed the old base said:
Yes, saw the locknut but both seals from the base stayed on the shaft sitting on top of the locknut rather than stay inside the water pump base.

Hi,
2 photos attached.
1. photo of oil seal on oil port, lower casing, showing oil ring fitted into machined recess on face. New oil seal.
2. This is a photo of the face of the upper casing also showing a machined recess but too small for the o ring to fit into.

Is this normal? Is there an o ring missing from the upper casing?
Does one O ring (quad ring) cater for both halves?
2 machined recesses but only 1 "0" ring?

That looks normal. Only the one quad ring needed, and it fits into a recess in the lower face. Put some grease in the recess to hold the ring while assembling. I would be taking your water pump base off and looking at the seal inside the base, and the o-ring that goes around the bottom of the base. Compare the diameter of the round part of the new base to your old one. The older pump bases are smaller diameter than the new ones.
