Getting water in cylinders 70 johnson

Hi my problem is I replaced exhaust plate cover gasket and getting water thru exhaust. So I took the head off to see in. Its more evident on #1#2cylinders .Head gasket looks ok but need to replace it now. I looked under exhaust plate water seems to go thru there on one side but seems water is getting over on other side .My seloc manual doesnt show my year 70 its a 1988. There seems to be a notch on the block under the exhaust plate. How does water not get in there. The notch is on top right corner. Also getting water blowback in the carbs. Please help me if u can. Thanks.

Is anyone familar with this exhaust cover thing
on 88 70?

I guess ill ask mechanic down at marina about it i hope he dont say bring it in at 115 an hour shop rate lol
