Getting Water in my bottom cylinder of my force 90 3 cylinder

I rebuilt my force, I had the bloke checked, and they said no cracks... resurfaced the block and bought a new head and had it resurfaced, new head gasket and I?m still getting water in my bottom cylinder... There is no water in top or middle what could it be please help? 0e094651, 1996

Check the exhaust cover gaskets--especially at the "dogleg" They tend to get broken there during and after installation. Check the stainless plate for a perforation due to corrosion.
